The work includes the replacement, furnishing, start-up, and testing of a complete SCADA system for the water distribution system. It also includes preparation and overcoating of the water tower and installation of new fencing around the base of the tower. The SCADA system upgrades involve removing existing equipment and installing new thermostats, flow meters, control panels, programmable logic controllers, radios, antennas, variable frequency drives, wiring, heaters, and generators. Bids must be accompanied by bid security in the form of a certified check or bid bond equal to five percent of the maximum bid price as a guarantee to execute the contract and furnish the required security. The successful bidder must execute the contract and provide security within 15 days of the Notice of Award or forfeit the bid security. Bids cannot be withdrawn within 60 days after the bid opening. The owner reserves the right to reject any or all bids and award the contract as deemed in their best interest. The contract is subject to Davis-Bacon and Related Acts, federal wage determinations, Build America, Buy America Act, applicable federal labor standards, and encourages disadvantaged, minority-owned, and women-owned business enterprises to submit proposals.
