Demolition of existing structures and site restoration at Hempstead School, 5872 Minerva Avenue, St. Louis, MO, including both the original building and the gymnasium. Asbestos containing materials (ACMs) in the gym addition--such as flooring and mastic, window systems, and door caulk--must be removed prior to demolition under the base bid contract. Hazardous materials regulated by USEPA RCRA, including lighting fixtures, hydraulic door closures, CFCs in water fountains, and CFCs/Freon in HVAC systems in the gym addition, must also be removed before demolition. The original Hempstead School building is structurally unsound with imminent risk of collapse; therefore, traditional abatement and removal of RCRA items prior to demolition is not allowed. All demolished debris from the original building must be treated as friable ACM waste, and all applicable federal, state, and city asbestos regulations must be followed. Workers onsite in regulated zones must be MDNR licensed for asbestos removal. A HazMat consultant will be present daily for regulatory compliance and third-party air monitoring. The gym addition, being structurally sound, requires traditional asbestos abatement and RCRA removal before demolition. Two allowances must be included in the base bid: $60,000 for unforeseen RCRA items in the original building and $20,000 for lab packing of household, office, and boiler chemicals.
