The work generally consists of the construction of a new public supply well, well building, and approximately 6,250 linear feet of 12" PVC water transmission main. Bids must be submitted on forms furnished by the Engineer and accompanied by a bid security of not less than 5% of the bid amount, made payable to the Treasurer of the City of Crete as liquidated damages in case the bid is accepted and the bidder neglects or refuses to enter into contract and furnish bond as required. Only contract documents issued directly by JEO Consulting Group, Inc. or QuestCDN to the bidder allow for bidding. Contractors and subcontractors on USEPA federally assisted construction projects must pay wages not less than those established by the U.S. Department of Labor. Bidders must submit EPA Form 5700-49, Certification Regarding Debarment, Suspension and Other Responsibility Matters. Bidders are required to comply with requirements, terms, and conditions set by the U.S. Environmental Protection Agency and the Disadvantaged Business Enterprise (DBE) requirements, including fair share objectives. All iron and steel products used must be produced in the United States unless a waiver is provided. Federal funding for the project requires compliance with the Build America Buy America (BABA) Act. The owner reserves the right to waive informalities and irregularities and to reject any or all bids.
