The objective is to engage an architectural firm to replace the New Jersey Department of Environmental Protection Brendan Byrne State Forest Office Building with a net zero carbon (all electric) office building. The NJDEP State Parks, Forests & Historic Sites program—including the Forest Service, State Park Police, Forest Fire Service, and NJ State Parks units—will operate from the new building. The new building will be constructed at an adjacent location, and the existing building will be demolished under this project scope. The firm must be prequalified with DPMC in Architecture (P001) with a dollar rating of $5 Million or greater, and have in-house capabilities or identify sub-consultants prequalified in required engineering and specialty disciplines as listed. The firm should also identify all other architectural, engineering, and specialty disciplines necessary to complete the project as described in the scope of work. Preliminary technical proposals (Form 48B) are due as a single PDF with a file size not exceeding 20 MB and a maximum page limit of 40 pages. Only firms currently prequalified in Architecture P001 with a rating of $5 Million or greater may submit. If not currently prequalified, firms must submit a completed prequalification application by the required deadline and be prequalified in the necessary disciplines by the proposal due date to be eligible to submit. All consultants and sub-consultants must be separately prequalified in their respective disciplines. The consultant selection committee will evaluate proposals based on the firm/project team's organization and relevant experience. The project is a Small Business Set-Aside Opportunity and includes a goal of awarding 25 percent of the contract value to a Small Business Enterprise at either the prime or subcontract level. Please note: all consultant(s)/sub-consultant(s) participating on the project team must be separately prequalified by DPMC in the discipline(s) for which they will be providing professional services. If a firm is not currently prequalified, a completed prequalification application must be received by WEDNESDAY, APRIL 29, 2026 no later than 4:00 p.m., and the firm must be prequalified in the required disciplines no later than the date Technical Proposals are due in order for a firm to be eligible to submit on this project.
