The work consists of preparing preliminary engineering design for the Samish Way & Maple Street Overlay project, which includes resurfacing the roadway to improve pavement conditions, improving corridor lighting by relocating and installing additional streetlights, and re-striping bike lanes. Additional features include collecting survey and lighting data, performing an environmental analysis and permitting assessment, assisting with permit acquisitions, and preparing complete bid documents including plans, technical specifications, and engineer's estimate. Possible additional tasks depending on funding or future amendments may include services during bidding and construction. The City reserves the right to retain the selected firm(s) for subsequent project phases. Submittals must include a signed cover letter with firm and project manager information, and forms 140-565 and 140-566 for each prime and subconsultant. Submittals are limited to ten single-sided pages (not including title page, table of contents, resumes, and required forms). Submission must be made through the specified website, and late submittals will not be accepted. The contract will be a Negotiated Hourly Rate agreement. The awarded consultant(s) must obtain and maintain a business license. Federal EEO and Title VI requirements apply. Evaluation criteria include project manager and key personnel qualifications, schedule adherence, project approach, familiarity with WSDOT/FHWA standards, past performance, FSBE/SBE approach, and construction management approach. Clarification Deadline 4/22/2026 4:00 PM Deadline for questions April 21, 2026 The City of Bellingham solicits interest from consulting firms with expertise in Civil Design. This agreement will be for approximately fourteen months in duration, beginning July 2026 and ending September 2027, with the option for the City of Bellingham to extend it for additional time and money if necessary. Consultants will be considered for the following federally funded project. The City of Bellingham reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN, Construction Management) associated with these projects. Method of contractor selection has not been determined at this time.
