Sealed bids are invited for furnishing all equipment, labor, and materials as described in the specifications and for performing all related work for the Partial Parallel Taxiway Phase II at Huron Regional Airport. Primary work for Bid Schedule A includes: removal of about 13,850 sq ft of concrete pavement and base, 12,700 cu yd of unclassified excavation, 8,700 cu yd disposal of excess material, 2,600 cu yd of subbase course, 3,500 sq yd of geotextile separator fabric, 1,000 sq yd of geogrid, 500 cu yd aggregate base course, 3,200 sq yd 6" PCC concrete surfacing, 4,700 ft of silicone joint sealant, 180 ft of silicone joint sealant with expansion board, 7 acres of seeding and fertilizing, 6,000 cu yd of topsoil, 36,000 sq yd mulching, a field laboratory, 700 ft high flow silt fence, 8 inlet protections, 2 flared end protections, temporary phasing work electrical, installation and related work on various cables, conduit, markers, junction boxes, removal, salvage, and installation of airport lights and signs, and other related construction. Bid Schedule B includes: approximately 972 ft 24" RCP, one 24" RCP flared end, 250 ft 15" RCP, 1,500 ft 4" perforated underdrain piping, 125 ft solid underdrain piping, 6 underdrain cleanouts, 4 2'x3' Type B inlets with apron, 2 4'x4' Type B inlets with apron, removal and replacement of asphalt golf cart path, removal and disposal of storm sewer pipe and inlets, reset perimeter fence, remove and dispose of various storm sewer components, and other related construction. Each bid must include a bid guarantee of 5% of the total bid or a 10% bid bond from a surety authorized in South Dakota. Payment and performance bonds are required for 100% of the contract amount, issued or co-signed by a licensed resident South Dakota agent. The contractor must commence work within ten days of the Notice to Proceed and complete the work as specified. Additional instructions include compliance with Title VI of the Civil Rights Act of 1964, minimum wage rates, affirmative action requirements, debarment regulations, foreign trade restrictions, Buy American certifications, and other federal, state, and local requirements. The right is reserved to reject any or all bids or to waive informality in bids received. Plans and specifications are available for inspection at specified locations and can be obtained for a fee. South Dakota resident contractors may receive one set at no charge if intending to bid.
