Demolition and renovation of a multi-residential development in Macclesfield, North Carolina. Conceptual plans call for the renovation of a three-unit multi-residential development.
The Town of Macclesfield intends to secure the services of an experienced and qualified housing services firm to provide technical housing services required under the Community Development Block Grant - Neighborhood Revitalization (CDBG-NR) program. The scope includes implementing the rehabilitation, reconstruction, demolition, clearance, and temporary relocation housing activities for the project. The proposed activities are: 1. Reconstruction of 3 units 2. Demolition and asbestos removal of 3 units 3. Temporary relocation of 3 units Required technical housing services include: - Processing client case files, including verifying income and eligibility for housing assistance - Preparing reconstruction housing specifications for replacement housing onsite - Preparing clearance/demolition specifications - Completing bid processes for each housing activity, which includes preparing bid packages, conducting bid openings, evaluating bids received, and recommending bid awards - Preparing contract documents, Truth in Lending documents, and construction startup documents - Conducting pre-construction conferences to review project requirements (including nondiscrimination provisions, Section 3, and related requirements) - Inspecting work in progress at least two times per week and when the contractor is working - Processing any change orders - Authorizing partial pay requests - Conducting final inspections, authorizing final payments, and completing case closeout documents - Assessing client need for relocation assistance, locating comparable housing options, assisting clients in evaluating and obtaining relocation housing, making relocation payments, and obtaining evidence of payment - Assessing client need for temporary relocation, securing temporary housing, obtaining executed leases, authorizing lease/rent payments, and obtaining evidence of payment - Calculating and processing moving allowances and obtaining evidence of payment - Maintaining cumulative beneficiary information as required by CDBG-NR regulations Small and/or minority firms are encouraged to submit proposals. Awards are contingent upon the Town's receipt and approval of required grant agreement documents. No funds will be obligated until appropriate documents are executed and required conditions are satisfied.
