The City of Golden is seeking proposals for a Residential Waste Collection Services Contract. The City currently operates a residential single hauler waste, recycling, and organics collection program using unit-based (Pay-As-You-Throw) pricing for approximately 4,700 residences. The contractor will be responsible for providing waste, recycling, and organics collections, incentivizing smaller trash volumes through lower pricing, and supporting the City's sustainability goals. These goals include reducing total landfill contribution by 40% by 2030, recycling and composting 80% of eligible materials by 2030, and reducing total trash by 20% by 2030. The program must offer equal access for curbside recycling, increase participation rates, provide cost-effective options, and obtain accurate waste stream volume measurements. The City intends to reduce the number of drop-off events and increase curbside collection convenience for residents. Bidders are instructed to submit proposals and questions through the E-Procurement Portal, familiarize themselves with the system in advance, and utilize available training resources and portal support features.
