Services requested include providing debris monitors and debris monitoring services at debris management sites, oversight of Debris Collection Contractor(s) for contract compliance, verifying and interpreting regulatory agency policies, and compiling and submitting data and invoices for reimbursement. All debris monitoring activities must comply with FEMA policies, guidance, and other federal, state, and local regulations. The work shall be performed as needed, following the rules and guidelines of FEMA for federal reimbursements and relevant federal regulations. Responsibilities include maintaining adequate staff to oversee and manage the projects, completing projects within the approved schedule, and complying with contract documents and general conditions. Tasks are divided into pre-event and post-event activities. Pre-event tasks include providing key personnel information, participating in planning workshops, and delivering debris management training. Post-event tasks involve providing disaster debris monitoring services to support storm debris collection, removal, staging, reduction, and disposal operations. Duties also include supplying all necessary labor, supervision, equipment, systems, and administrative support, beginning work upon notice to proceed, and adjusting staffing as needed based on the disaster's severity and scope. Monitors and supervisors are required to oversee and document debris operations, maintain records, and ensure compliance with local, state, and federal requirements. The contractor must also coordinate data management and provide technical or administrative assistance as directed by the City.
