Site work for an educational facility in Winthrop, Washington. Completed plans call for site work for a educational facility.
Sealed bids will be received for the Liberty Bell High School Sidewalk Replacement, consisting of civil site improvements at Liberty Bell Junior/Senior High School, including but not limited to removal and replacement of existing concrete sidewalks and asphalt paving, subgrade preparation, permeable ballast subbase, new concrete flatwork, trench drain and underdrain systems, and related site restoration. Work is organized as a Base Bid with Additives A through E covering sidewalk replacement areas around the perimeter of the school building. Contractors shall submit their sealed Base Bid and all Additive proposals up until the specified time and date. Proposals received after the time established for receipt will not be considered. Additive bids shall be submitted concurrently with the Base Bid in the same sealed envelope. There is no mandatory pre-bid walkthrough for this project, but bidders are encouraged to inspect the site and may sign a voluntary site visit log. No bidder may withdraw its bid after the time set for opening thereof, unless award of contract is delayed for over forty days. The right is reserved to reject any or all bids and to waive any irregularity. The district encourages participation by Minority Business Enterprises, Women Business Enterprises, and Veteran-Owned Businesses but does not require a minimum level of participation. Anticipated Award Date: May 13, 2026 Summary Scope of Work 1. All work shall be performed in accordance with WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, 2026 Edition (WSDOT SS 2026), except as modified by the Contract Documents. Civil Engineering Plans are prepared by Pacific Engineering & Design, PLLC, Project No. 23116.0CB, dated April 1, 2026. a. Base Bid: Northwest sidewalk replacement at the main building entry area. Includes demolition of existing concrete sidewalks and asphalt paving, subgrade preparation with geotextile and permeable ballast subbase and crushed surfacing, new 6-inch concrete sidewalks with trench drain and underdrain system connecting to existing catch basin, and HMA asphalt restoration. See Sheets C1.0, C2.0, and C3.0. b. Additive A: Southwest sidewalk replacement southwest of the building and along the west portion of the parking lot. Includes perforated PVC underdrain system. See Sheet C3.1, Grading Detail 2 and west portion of Grading Detail 3. c. Additive B: South central sidewalk replacement associated with the south entrance and landscape areas. Includes concrete curb. See Sheet C3.1, Grading Detail 3, and Sheet C2.0. d. Additive C: Sidewalk replacement along the west portion of the parking lot. See Sheet C3.2, Grading Detail 4. e. Additive D: East sidewalk replacement along the east face of the building. Includes existing cleanout restoration. See Sheet C3.2 and Sheet C2.0. f. Additive E: Remaining north sidewalk replacement completing the perimeter sidewalk system. See Sheet C3.2, Grading Detail 4. g. Concrete Surface Sealing: Upon completion of all concrete flatwork, Contractor shall apply a surface seal coat of VOCOMP-30 or approved equal, per manufacturer recommendations. This requirement is specified in the Plans (Sheet C4.0, Concrete Walk Detail, Note 6) and is critical to the longevity of concrete surfaces subject to the Methow Valley’s severe freeze-thaw conditions and snow removal operations. Bidders are specifically directed to this note as it is easily overlooked in the plan set. All RFIs will be answered by addenda, which will be distributed exclusively through the Abadan Plan Room. RFIs that are answered by information already contained in the bid documents will be so noted.
