The purpose is to solicit sealed proposals to establish a contract for the procurement of operation and management of an emergency shelter in the City of Santa Fe. The City is seeking a qualified operator to manage a low-barrier, 24-hour shelter. Responsibilities for the selected contractor include day-to-day operations, maintaining a safe and respectful environment, and coordinating service delivery and housing navigation for shelter clients. The shelter operates at 2801 Cerrillos Road on an interim basis and serves up to 100 adults with high and complex needs, including those with serious mental illness, substance use disorders, and individuals who are formerly incarcerated or have other heightened risk factors. The goal is to provide access to safe, dignified, and consistent emergency shelter while supporting pathways to stability through connections to case management, behavioral health services, income supports, and permanent housing opportunities. The City is investing in shelter and housing solutions to address homelessness using a variety of approaches, and this contract supports a broader community-wide effort to serve vulnerable populations and provide comprehensive, dignified solutions to the homelessness crisis.
