The project includes HMA shoulder replacement and improvements, HMA mill and overlay, patching, curb and gutter, sidewalks, seeding, pavement markings, and other miscellaneous improvements. Each bid must be accompanied by a bid guaranty of at least ten percent (10%) as a guarantee that if the bid is accepted, the bidder will execute the contract and submit an acceptable contract bond and proof of insurance within fourteen days after the award of the contract and prior to commencing work. The City reserves the right to reject any or all bids or portions thereof and to waive any formality or technicality in any bids in the interest of the City. Selection criteria for the lowest responsible bidder are set forth in Section 12.5-38 of the Champaign Municipal Code and the bid documents. Contractors must comply with the Illinois Prevailing Wage Act, the Veteran's Preference Act, the Employment of Illinois Workers on Public Works Act, the City's Equal Opportunity in Purchasing Ordinance, and the Illinois Human Rights Act. If federal funds are used, compliance with the Davis-Bacon Act is required.
