Question Deadline 04/30/2026 Proposers requiring clarification or interpretation of the Proposal Documents will make a written request to Robert A. Echols, Jr., P.E., Project Engineer, CheneyWalters-Echols, Inc., at least five (5) calendar days prior to the date for receipt of Proposals. Sealed proposals are requested for the Drilling and Development of Rio Grande Well #4. Proposals must be submitted under the Competitive Sealed Proposals for Construction. Proposals received after the stated closing time will be returned unopened. If proposals are sent by mail, the offeror is responsible for actual delivery before the advertised date and hour. A mandatory pre-proposal conference is required for all plan holders. Proposal documents may be purchased or examined at the offices provided. Bid security in the amount of 5% of the total bid must accompany each bid, and all bidders must hold their bids for 60 days after opening. A wage rate decision for the project will be determined, and funding is through the New Mexico Finance Authority. All contractors and their subcontractors (if applicable) must be registered with the Labor Enforcement Fund with the New Mexico Department of Workforce Solutions as of the date bids are accepted and must remain registered to perform work. The selected contractor must provide documentation of this registration before contract execution. The owner reserves the right to accept or reject any or all proposals, to waive technicalities, to re-advertise, or to proceed as best serves the district's interests. Proposals must be submitted sealed and clearly marked with the date and time of opening.
