Sealed bids are invited for the Asphalt Project. Each bid must be completed on the Bid Proposal Form, conform to the invitation, plans, specifications, and all other contract documents. Bids must be accompanied by a security of not less than 10% of the bid amount, which may be cash, a cashier's or certified check, or a bidder's bond by a licensed surety. This serves as a guarantee that the successful bidder will execute the contract and provide required payment, performance bonds, and insurance within ten days after notification of award. The project requires payment of prevailing wages and compliance with the applicable provisions of the Labor Code. The contractor and subcontractors must pay not less than the specified rates, and the schedule of per diem wages is based on an eight-hour workday; overtime and holiday work must be paid at least time and one half. Securities may be substituted in lieu of retention from progress payments. Each bid must include the name and location of each subcontractor performing work over one-half of one percent of the bid price, along with a description of their work. Bids cannot be withdrawn for sixty days after the opening, and the District reserves the right to reject any or all bids and waive informalities or irregularities. Submission from minority, women, and disabled veteran contractors is encouraged, and the bid is subject to Disabled Veteran Business Enterprise requirements. The project is subject to prevailing wage requirements and compliance monitoring by the Department of Industrial Relations. Each bidder must possess a California State Contractor's license classification of C-12 or A at the time the bid is awarded. Attendance at a mandatory bidders' conference at specified school sites is required for bid consideration. Any questions relative to the bid shall be in writing and directed to the District Superintendent or designee at the address specified for receipt of bid proposals.
