The purpose is to enable preparation of a professional services proposal for fuel system upgrades at Port Austin and East Tawas Harbors of Refuge, in Michigan. The scope of work encompasses, at a minimum, the Study and Program Analysis phases, and requires demonstrated experience in planning and executing similar projects in full accordance with all applicable Local, State, and Federal regulations. The design phase services must include furnishing all project data and services necessary to legally implement the project, such as code reviews, project meetings, presentations, hearings, utility allocations, easements, or permits. Proposals must include a Technical (Part I) and Cost (Part II) Proposal. The technical proposal should address the understanding of project requirements, the plan for accomplishing the project, previous experience with similar projects, the best value to the state, and completeness of design phase services. Key Personnel must be appointed, with details provided on their roles, experience, and physical location during contract performance. An organization chart and detailed resumes are required. The work plan, methodology, and a detailed schedule of tasks and deliverables should be provided, along with a constructability review and quality control plan. Budget adequacy must be analyzed, and references for similar projects within the last five years must be included. Cost proposals must interface with the work plan and are to be based on billable hourly rates, including sub-consultant fees if used. A reasonable mark-up of consultant billing rates is allowed, but all other costs must be included in the billing rate. Reimbursable expenses are limited to certain items (printing, travel over 100 miles, site surveys, soil borings, laboratory testing), with mark-up not to exceed 5%. The total of all phases shall be the maximum not-to-exceed contract for all design services. Compensation for each phase is in accordance with the sample standard contract for professional services. Proposals must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS). Proofread proposals for errors, paginate all documents, and refer specifically to the project at hand. The proposal must be signed by an official authorized to bind the firm. The Professional is responsible for all services offered, regardless of whether they are performed in-house or by sub-contractors, and will be the sole point of contact regarding contractual matters.
