Provide engineering services to support remediation of contaminated soil and groundwater at the former FAA Range site on Ralston Island, Alaska. The work consists of preparing a comprehensive work plan for soil remediation and for groundwater and soil sampling in accordance with the Alaska Department of Environmental Conservation (ADEC) August 2024 Field Sampling Guidance and the ADEC Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites (March 2017). The contractor shall comply with all applicable federal, state, and local laws, codes, regulations, and guidance, and perform all work in a manner that minimizes pollution to air, surface water, land, and groundwater, while controlling noise and dust within required limits. The contractor shall furnish all labor, materials, equipment, and supervision necessary to protect the environment during all operations. The contractor shall investigate, obtain, and comply with all required environmental permits, licenses, certificates, and site clearances necessary to accomplish the work, including excavation, digging, or drilling permits prior to initiating site activities. An active Health and Safety Program is required, along with preparation, implementation, and enforcement of a Site Health and Safety Plan for the project site. The contractor is responsible for providing all facilities, equipment, monitoring instruments, materials, and personnel needed to protect on-site personnel from physical injury and adverse health effects, and shall ensure that at least one individual certified in standard First Aid and CPR is present on-site at all times during operations. Waste generated during performance shall be characterized in accordance with EPA Resource Conservation and Recovery Act regulations and applicable state and local requirements. The contractor shall remove and dispose of all solid and hazardous wastes at properly authorized facilities and shall not burn, bury, or leave waste on-site. For projects generating hazardous waste, the contractor may be considered a co-generator and shall be responsible for waste characterization, storage, manifesting, transportation, disposal, and recordkeeping, with required documentation provided to the FAA. Soil sampling and remediation activities at locations SP1, SP2, and SP5 shall comply with ADEC Technical Memorandum 21-001 regarding biogenic interference and silica gel cleanup. Due to limited soil heterogeneity, site-specific background samples are required, with locations determined using professional judgment relative to known contamination boundaries. At spill area SP9, where diesel range organics exceed ADEC cleanup levels, the contractor shall plan for excavation of an estimated minimum of 300 cubic yards of contaminated soil within an impacted area approximately 60 feet by 40 feet, with variable depth to groundwater and bedrock. Groundwater monitoring includes sampling six existing monitoring wells for diesel range organics prior to remedial action, with acknowledgment that one well at SP9 may be damaged or removed during excavation and does not require replacement. The Method of Contractor Selection has not been determined at this Time.
