Remedial action and remedial investigation services, including soil and groundwater sampling, are required at multiple locations in Cold Bay, Alaska in accordance with Alaska Department of Environmental Conservation Field Sampling Guidance (August 2024) and Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites (March 2017). The contractor shall provide all labor, travel, equipment, supplies, and management necessary to perform remedial investigation and remedial action activities at twelve areas of concern. Ten areas involve former underground storage tank locations requiring excavation and removal of contaminated soil to a depth of up to 15 feet, including management of large excavations and overburden stockpiles in compliance with state regulations. Two areas involve historic surface oil spills, including an oil-filled electrical equipment leak near the SSALR Building 416 and surface staining associated with a leaking drum at the International Flight Service Station. Work includes soil remediation, excavation sampling, hot spot management, and laboratory analysis in accordance with ADEC requirements for Arctic diesel fuel. Groundwater monitoring includes low-flow sampling of 31 monitoring wells prior to remedial action, treatment of purge water using granular activated carbon, collection and storage of treated water, and PFAS sampling using EPA Method 1633.3. Additional requirements include third-order accuracy surveying of sampling locations and monitoring wells, photographic documentation, preparation and enforcement of site-specific health and safety plans, environmental compliance, personnel training, and preparation of all required technical documentation and deliverables. All work shall be performed in full compliance with applicable federal, state, and local laws, regulations, and guidance, and the Government shall retain unlimited rights to all contractor deliverables and technical data.
