Demolition, site work and new construction of a laboratory facility in Fountain Valley, California. Completed plans call for the demolition of a 56,000-square-foot, two-story above grade laboratory facility; for the construction of a laboratory facility; and for site work for a laboratory facility.

The project involves the construction of a new, two-story laboratory facility designed to accommodate current and future National Pollutant Discharge Elimination System (NPDES) permit requirements, as well as special project demands. This laboratory will support a full range of compliance operations, including Analytical Chemistry (Organics and Inorganics Analysis), General Chemistry, Microbiology, Ocean Monitoring, Taxonomy, Toxicology, Sample Receiving and Aliquoting, and Source Control activities. The facility will have a total floor area of approximately 56,000 square feet and will serve operational needs for the next 30 years. Scope also includes demolition of the existing Mount Langley building and site work, with the new building located adjacent to the Headquarters Building at 18350 Mount Langley Street in Fountain Valley, CA. The project seeks to establish a collaborative relationship between OC SAN, the Owner Advisor, and the Design-Builder, encourage innovation in delivery, expedite the project schedule, optimize quality, performance, reliability, flexibility, and energy efficiency, and deliver a cost-effective project that meets the capital cost budget. Construction should be completed, including laboratory personnel move-in, no later than Q4 of 2032. Question Deadline 05/27/2026 at 5:00 PM PT Written questions must be sent via e-mail to professionalservices@ocsan.gov. All questions submitted shall contain the following title in the Subject line: Project No. J-133 RFP - Proposer Questions. Telephone questions will not be accepted. Project No. J-133 scope of work includes, but is not limited to, the following: o Demolition of the existing commercial building and site improvements located at 18350 Mount Langley Street, including the proper removal and disposal of all materials in accordance with regulatory standards. Pre-demolition activities will include, but are not limited to Geotechnical Investigations, Site Survey, Hazard Containing Material Identification, Noise Study, existing Utility Investigations, and identification of Permits required for the Project. o Conduct a series of targeted meetings with Project Team Members and Laboratory Management Staff. This effort will build on the foundational work of previous initiatives and is intended as an update rather than a full redevelopment. These workshops will validate the previously developed test fit plans for each lab group, including their analytic methods and workflow processes. o The new lab facility shall optimize layout adjacency requirements tailored to each lab group, as outlined in Attachment A - Phase 1 Scope of Work, Exhibit 19A. For example, the Source Control Group requires proximity to Sample Receiving and direct access to exterior roll-up doors. o Identify and obtain all necessary permits for Phase 1 and Phase 2 of the Project Work. A working list of anticipated permits is provided as Attachment A - Phase 1 Scope of Work, Exhibit 19F - J-133 Permit Matrix. o Ensure all activities comply with regulatory requirements and coordinate with OC SAN Environmental Compliance team for monitoring and reporting. DesignBuilder must comply with the relevant California Air Resources Board (CARB) and Air Quality Management District (AQMD) rules and requirements. o Establish a comprehensive contingency plan for managing unexpected events during the Project, ensuring minimal disruption to OC SAN's operations and compliance with regulatory requirements.
