Qualifications are requested for preliminary engineering services, subsequent engineering design, and inspection services to assist in a proposed Street Improvement Project to be financed with Missouri Department of Economic Development Community Development Block Grant funds. The project includes, but is not limited to, complete roadway rehabilitation, repair of failed pavement sections, reconstruction of the roadway base, and full-depth asphalt pavement restoration, if awarded. Information to be provided includes: 1) The specialized experience and technical competence of the firm regarding complete roadway rehabilitation or related work; 2) The firm's capacity and capability to perform the work, including specialized services, within twenty-four months from project start; 3) The past record of performance regarding cost control, quality of work, and schedule adherence; 4) The firm's proximity to and familiarity with the project area; 5) References from clients for related work within the past five years; 6) Documentation of compliance with E-Verify requirement. Selection will be qualification-based. After selection, cost for preliminary engineering will be negotiated separately from engineering design. Contracting and payments for each activity will be clearly defined and contingent upon grant award and commitment of all project funds.
