Renovation of a mixed-use development in North Little Rock, Arkansas. Conceptual plans call for the renovation of a medical facility.

The work consists of upgrading and replacing the site utility infrastructure at the North Little Rock Veterans Affairs Medical Center campus, Eugene J. Towbin. The project includes improvements to the water source, water storage, and site distribution systems to address insufficient reserve water capacity while maintaining continuous campus operations. All construction activities must be sequenced and coordinated to minimize impacts to patients, visitors, and staff, with no prolonged utility outages permitted. The scope includes construction of a new elevated water storage tank, complete with all required supporting structures, piping, appurtenances, and accessories for a fully operational system. The existing 250,000-gallon elevated water tower will be demolished in its entirety, including all below-grade supporting structures and associated piping vaults, in strict accordance with the approved phasing schedule. The project also includes construction of a new pump house with new pumps and pump controls. Work includes all labor and materials necessary for a complete and operational facility, including the building structure, fencing, paving, piping, physical and operational security features, monitoring systems, cameras, access control, redundancy measures, and emergency power via a generator. A new automated control system will be provided to interlock with and control both the existing south pump house and the new north pump house, fully integrated with the existing automation system. In addition, all existing failing water piping constructed of cast iron, ductile iron, galvanized steel, asbestos cement, or other materials will be replaced with new piping as shown on the project plans. The water distribution system will be generally looped to improve redundancy and water pressure. New backflow preventers will be installed on fire protection supply lines serving buildings with fire protection systems. The work includes pressure testing, disinfecting, and hyper-chlorination of new piping in accordance with all applicable Federal, State, and local codes. The magnitude of construction is estimated between $20,000,000 and $50,000,000, and the contract is anticipated to be a one-time firm-fixed-price award.
