The Board of Education of Buchanan Community Schools ("BCS" and "the District") is requesting bids for the restoration of four high school tennis courts from capable contracting firms that have demonstrated, successful experience completing similar projects. The project includes the following: o remove the existing asphalt coatings (but not the asphalt) from four tennis courts o patching or otherwise repairing all cracks o install a new tennis court surface over the existing asphalt surface o paint stripes and any other required markings on the new tennis court surface The desired outcome is to provide Buchanan Community Schools with complete resurfacing of the four tennis courts that is competition ready, within the specified time frame. All bids received on or before the due date and time will be considered and will be opened publicly. Each bidder is responsible for timely submission of its bid and must submit one original and one copy; the original must be signed in ink by an official authorized to bind the bidder for at least a period of one hundred and twenty days from the due date. All bids must be valid and constitute an irrevocable offer to contract on the terms and conditions for that period. Bids should be prepared simply and economically, providing a straightforward, concise description of the requested information and must be no more than 75 pages long (excluding manufacturer product information), without plastic covers, bindings, or other non-recyclable materials. All sealed envelopes must be clearly marked with "High School Tennis Courts Bid." All submissions become the property of the District. Costs other than those included in the bid submission will not be allowed unless authorized. All information is subject to disclosure under the "Freedom of Information Act." No immediate decisions will be made upon submission, as all bids must be reviewed and evaluated before a recommendation is made to the Board of Education. The Board of Education reserves the right to accept or reject bids on each item or service separately or as a whole, to reject any or all bids, to waive informalities or irregularities, and to contract in the District's best interests. Bids may be withdrawn by written request before the scheduled closing time for receipt of bids. Requests for modification must be in writing, executed by a person with authority, and submitted in the same manner. All such requests must be emailed to Scott Johnson, Director of Business Services, Buchanan Community Schools at scott.johnson@buchananschools.com by 3:00 pm on April 21, 2026. The anticipated start of the project is between June 1 and June 30, inclusive, with completion by August 7, 2026. The desired outcome is to provide Buchanan Community Schools with complete resurfacing of the four tennis courts that is competition ready, within the specified time frame. The contractor shall be responsible for all labor, materials, and equipment to provide the following: o Before Project Begins: o Provide performance bond o Provide payment bond o Provide construction surveying, layout, and staking o Provide all required submittals o Provide project insurance o Obtain required permits/fees o During Project: o Provide project supervision o Surface Removal: Remove the top layer of the existing tennis court surface, and expose the asphalt base Clean the exposed asphalt base, which shall then be inspected by the Owner and Contractor Identify cracks that Contractor recommends repairing and provide the proposed cost to District Contractor and Owner will inspect the tennis courts after the repairs are completed to ensure that the surface is ready for resurfacing o Disposal: Dispose of old surface off-site Resurfacing: Provide surface striping lane and event marking drawings for approval before the work below begins Properly clean and prepare the area to be resurfaced Patch and level all existing cracks and otherwise damaged areas in the current asphalt base on all areas of the tennis courts. Install new tennis court surface over the old, bare asphalt surface Striping: Install prime coat Paint new tennis court surface, including lines o Install lane striping and event marking according to the following:] o United States Tennis Association o Michigan High School Athletic Association o BCS Athletic Department After Project: Backfill and tamp any trenches or ruts 15 Restore grounds to their pre-construction condition, at the Contractor's expense, any surrounding grounds damaged during this project as a direct result of the Contractor's work Provide warranty information and/or maintenance manuals to District Provide full clean-up of premises before vacating project Provide project ending punch-list before sign off Tennis courts will be left "play ready" REQUIRED ADD ALTERNATE #1 Bidders will be required to provide crack repair quotes for different total repair length, in linear feet, per the Cost Sheet in the appendix. VOLUNTARY ALTERNATE #1 As an alternative to the base bid, BCS is requiring a bid alternate to fill all cracks, level the surface of the existing tennis courts, and to make all four tennis courts usable for high school interscholastic tennis court meets. The intent of this alternate is as follows: o To improve student safety o To restore the tennis courts, albeit temporarily, to a condition suitable for student use, and suitable for interscholastic tennis matches o To provide the District with a more economical way to extend the tennis courts' usability for interscholastic tennis meets for at least four more years
