The proposed improvements include, but are not limited to, the furnishing of all labor, materials and equipment necessary for the full depth patching of the existing roadway, resetting of all existing utility surface features to finish grade, paint striping, topsoil, sodding, and erosion control. The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment, and all incidentals necessary for the Elmore Avenue Patching Project from Kimberly Road to 3838 Elmore Avenue and work incidental thereto. Bids must be submitted electronically through the City of Davenport's submission system. Registration as a supplier is required but is a one-time, no-fee process. Late bids or those submitted via paper, fax, or email will not be accepted. All bids over $100,000 must include a 5% bid bond, and the awarded contractor for bids over $100,000 must furnish a Performance Bond for 100% of the contract amount from a responsible surety approved by the City. Prices should be free of all sales taxes; a tax exemption certificate will be issued for materials incorporated into real property for this project. Required attachments include a bid bond (if applicable) and a Certificate of Insurance for General Liability, Workers Compensation, and Vehicle insurance coverages as specified in the General Contract Conditions. Manufacturer's warranties and guarantees must also be provided by the awarded bidder. The contractor is required to complete all work, including final cleanup and removal of equipment, by September 30, 2026, unless modified by change order. There are no specified working days for this contract. Liquidated damages for delay are set at $500.00 per day. Contractors and subcontractors will be evaluated upon completion of the work, which may influence eligibility for future projects. The City reserves the right to reject any or all bids and waive technicalities and irregularities. All applicable City Council specifications and contract documents are incorporated by reference. Preference will be given to products grown and coal produced within Iowa as specified in the General Conditions. The contractor must ensure nondiscrimination in employment, and potential prime contractors are encouraged to contact DBE subcontractors.
