The project involves lawn care services for two properties located in Hulbert, Oklahoma, Cherokee County. Services include mowing, edging, blowing, and trimming of all turf areas. Area 1 is HACN Proctor Heights, approximately 7.7 acres minus trees, structures, and roads, with occupied units. A schedule must be submitted so that families within the complex are notified to prepare their yards. Area 2 is CN, approximately 12.1 acres minus roads, trees, and structures. The contractor must complete this area on the same day as Area 1. To be considered responsive or responsible, the mandatory bid response sheet must be fully completed. To receive preference, bidders must be TERO certified through the Cherokee Nation Tribal Employment Rights Office; proof of certification must accompany submittals. The successful bidder must comply with Tribal rules, regulations, and TERO. A purchase order will be issued to the responsible contractor who provides the lowest, most responsive bid according to the HACN Procurement Policy, subject to availability of funds. Bids must be submitted by the specified deadline. Bids received after the deadline will not be considered. No bidder may withdraw their bid within 30 days after the due date. Cherokee (Tribal) and/or Indian preference will be given only to contractors who provide proof of current TERO certification. Indian preference will be given according to Section 7(b) of the Indian Self-Determination and Education Assistance Act, if no TERO vendor is available. The successful contractor must complete the TERO Labor Agreement and pay all applicable fees, including a percentage of the contract award and a daily fee for non-Indian employees working on the project. Bidders are responsible for all costs associated with preparation and submission of bids.
