This is a sources sought announcement for market research purposes to identify qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses capable of performing SB989 certification testing of underground storage tanks. The contractor shall provide all labor, parts, materials, equipment, supervision, and coordination necessary to perform SB989 testing on nineteen underground storage tanks. Work includes inspection and testing of secondary containment systems such as underground storage tank monitoring systems, spill buckets, overfill prevention equipment, annular spaces, sump pumps, and any other components required to ensure full compliance with applicable federal, state, and local regulations. Testing activities include verification of leak-tightness, complete removal of interstitial water, and any additional inspection or testing necessary to confirm proper function and regulatory compliance. All inspections and certifications must be performed by International Code Council certified technicians with current and valid training, in accordance with California SB989 requirements. The contractor is required to comply with all safety and operational requirements, including OSHA and VHA personal protective equipment standards, completion of required safety training certifications, and check-in with the Contracting Officer's Representative upon arrival. The contractor shall coordinate and obtain all required permits through the VHA Safety Office prior to commencing work and notify the City of Long Beach Fire Department of testing dates and times. All permits and notifications must be documented and included in the final report submitted to the COR. SB989 certification testing shall be conducted on underground storage tanks located at multiple buildings on the medical center campus, including Buildings 5, 5B, 125, 126OP, 128, 133, 138, and 150. The Method of Contractor Selection has not been determined at this Time.
