The City of Portland is seeking proposals from individuals, firms, teams or consultants, hereafter called Proposer(s), with demonstrated experience in landscape design, spatial planning, architecture, engineering, memorials/public art and/or open space planning and proposes to engage the successful Proposer for the following services: Level I: The City seeks proposals that offer general design concepts to relocate the Veterans memorials to the upper plaza on the Rose Quarter Campus. These proposals should follow the recommendations created by the Veterans Advisory Group that convened to compile past efforts and provide a general direction forward that honors current desires of the community. Proposing teams should include construction and technical feasibility advisors as they develop design concepts so that they could become achievable. These general design concepts should be high level only. Level II: The highest scoring proposal(s) from Level I will be awarded a $10,000 stipend each to further develop their design concept. The highest scoring final design concept will be selected for the contract award.
