Sealed bids will be received for furnishing all equipment, labor, and materials as set forth in the specifications and performing all work, incidental thereto for Apron & Taxiway Improvements, Parkston Municipal Airport, Parkston, South Dakota. Bid Schedule A - Apron & Taxiway Improvements: Mobilization (max 10% of Bid Schedule A cost), contractor quality control plan, construction safety phasing plan, asphalt pavement/base removal, cold milling, unclassified excavation, disposal of excess material, furnished and recycled subbase course, geotextile separator fabric, geogrid, aggregate base course, pavement marking removal, pavement marking, reinforced concrete pipe (RCP) installation, underdrain pipe installation and cleanouts, seeding and fertilizing, topsoil placement, mulching, field laboratory, retroreflective markers, aircraft tie-down installation and removal, storm water pollution prevention, high flow silt fence, culvert/inlet protection, and other related construction. Bid Schedule B - Asphalt Paving: Mobilization (max 10% of total project cost), asphalt base/surface course, asphalt binder, emulsified asphalt prime and tack coats, and other related construction. Instructions to Bidders: - Copies of Plans and Specifications are available for inspection at the Office of the City of Parkston, South Dakota, or Helms and Associates, and may be obtained for a fee. - Each bid must be accompanied by a certified check, cashier's check or draft for 5% of the total bid, or a 10% bid bond. - Payment and performance bonds are required for 100% of the contract amount. - Work must begin within ten days of written "Notice to Proceed" and be completed within the specified time. - Federal and state labor, equal opportunity, affirmative action, Buy American, and other regulatory compliance requirements apply. - The City reserves the right to reject any or all bids and to waive formalities. - Bidders must certify compliance with debarment, foreign trade restrictions, Buy American, and federal tax liability regulations.
