The City of Lancaster is soliciting proposals from qualified nonprofit organizations or public agencies to provide Renter Protection and Homeless Prevention (RPHP) Administration Services. The selected Proposer will be responsible for delivering comprehensive program administration to support households at risk of housing instability within the City. Services include program outreach and marketing, intake and eligibility assessment, referral services, and the administration of emergency rental and flexible financial assistance. The program is designed to prevent homelessness by stabilizing eligible renter households experiencing financial hardship due to unexpected crises, in accordance with applicable program guidelines, including SB 679 and Measure A. The scope of services includes administering financial assistance (e.g., rent, rental arrears, utilities, deposits, relocation, and housing stability expenses), providing housing-focused case management, and ensuring timely, equitable access to services for eligible residents. The Proposer will be responsible for eligibility verification, prioritization of high-risk households, payment processing, data collection and reporting, and compliance with all program requirements. Additional responsibilities include maintaining performance standards (such as timely disbursement of assistance), implementing accessible grievance procedures, coordinating with partners, and submitting regular reports through the City’s grant management system. The Proposer must demonstrate experience in similar programs, capacity to manage public funds, and the ability to deliver services that effectively prevent housing loss and promote long-term housing stability.
