The work consists of new construction and rehabilitation of various alleys (Section B). To view the solicitation, access plans and specifications, and submit a bid response, bidders must first register in the City's bidding portal. All bid responses must be submitted electronically through the City of McAllen's bidding portal. Original, hard copy and/or late bids will not be accepted. Bidders must submit a Bidder's Bond from a reliable surety company licensed in Texas, or a certified Cashier's Check, as Bid Security for not less than five percent (5%) of the total bid, in a sealed envelope before the electronic bid opening date and time. The City of McAllen reserves the right to refuse and reject any or all Bids, waive any or all formalities or technicalities, accept the bid considered best value to the City, and hold bids for sixty (60) days without taking action.
