Site work and paving for a road / highway in Milwaukee, Wisconsin. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The general work requested is construction of variable thickness asphaltic concrete pavement, pavement grinding, plastic pavement marking, manhole/inlet adjustments, CUC adjustments, and similar work at various specified locations. The work must be completed by November 25, 2026. Bidders must meet a residency requirement: 40% of all hours worked must be performed by residents, with one quarter of those hours attributed to residents of specified zip codes. The Small Business Enterprise (SBE) requirement is 25% of the contract base bid, and the SBE Compliance Plan (Form A) must be submitted with the bid along with SBE certificates. Bid Security is required in the form of a bond or check equal to 10% of the contractor's base bid. Bids may be submitted via Bid Express or by email, and the electronic bidding method is strongly encouraged. There are no apprenticeship requirements unless the contract is $500,000 or higher, in which case 25% of apprentice labor hours must be worked by Residents Preference Program apprentices, and 40% of those hours must be attributed to residents of specified zip codes. Additional requirements include participation in the City of Milwaukee's contract compliance and labor compliance reporting software for monitoring payment and payroll if awarded a contract valued at $25,000 or more. Incomplete or inaccurate forms will render bids unresponsive.
