The project generally includes installing a traffic signal at Grand Park Boulevard and Tournament Trail. ADA curb ramps, concrete sidewalks, pavement markings, and highway signs are included in the construction limits. EM: jrengel@westfield.in.gov Bids must be properly and completely executed on the Proposal Form obtainable at the office of the Owner. Each bid must include Form 96 Contractor's Bid for Public Works, including the Non-Collusion Affidavit, completely filled out, signed, and notarized, as required by Indiana statutes. Section III of Part II of Form 96 titled "Contractor's Financial Statement," and acceptable bid security are required. Bid security must be a certified check made payable to the Owner or satisfactory bond by an incorporated surety company qualified in the State of Indiana, in an amount equal to 5% of the bid. Any bid not accompanied by the required items will be considered non-responsive. Contractors are advised not to include any escalation clauses in their proposals, as no consideration for price escalation will be accepted for this project. Contractors awarded work must furnish a Performance Bond and a Payment Bond, each in the amount of 100% of the contract price, acceptable to the City of Westfield, Indiana. No bidder may withdraw their proposal for 60 days following the date set for receiving bids. The City of Westfield reserves the right to retain the three lowest bid proposals for up to 90 days, with said proposals to remain in full force during that time. The City of Westfield reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or bidders to the advantage of the City of Westfield, or to reject all proposals.
