All bidders must be licensed contractors as specified by the Contractors Licensing Act of 1994 (TCA Title 62, Chapter 6). Electronic copies of bid documents can be obtained from Thompson & Litton, Inc. for a fee, with free emailed copies available to contractors and subcontractors. A bid bond or certified check for 5% of the bid is required, payable to the City Treasurer, City of Kingsport. Performance and payment bonds for 100% of the contract price are also required from the successful bidder. The following information must appear on the outside of the sealed bid envelope: contractor’s license number, license expiration date, the relevant classification, and for Geothermal, HVAC, Masonry, Plumbing, Roofing, and Electrical subcontractors (if their work is $25,000 or more, or $100,000 for Masonry), their license number, expiration date, and classification; if less, indicate "Subcontractor's bid is less than $25,000" (or $100,000 for Masonry). If no subcontractors are used, state so on the envelope. Bids may not be withdrawn for 60 days after closing. Participation by minority and women-owned contractors is encouraged. All bids must comply with Title VI and VII of the Civil Rights Act of 1964 and related regulations. The City reserves the right to accept or reject any or all bids, waive informalities, and re-advertise as necessary. Bids must be signed, sealed, addressed to the Procurement Manager, City of Kingsport, and marked as specified.
