Contractor, upon request from the County, agrees to dispatch on a rotational basis tow companies who have met the County’s requirements and are certified by the Towing Coordinator to be placed on the rotation list for that particular district tow area. Contractor will keep records of tows, including final disposition, provide information to Washington County Sheriff’s Office and tow companies on the rotation list in a timely manner when requested, provide written reports to the Towing Coordinator and Tow Companies as requested, prepare reports showing dispatch time for Contractor and response times for towers, and perform all duties as listed in the full Scope of Work. The contractor must have at least 10 years of experience in law enforcement and government agency towing dispatch services, and at least 10 years' experience working with the Washington County Consolidated Communications Agency (WCCCA). Contractor will be available to receive tow requests seven days per week, twenty-four hours per day, must maintain a hotline with WCCCA, must possess equipment capable of communicating with tow vehicles at all times (except in remote areas), must be approved to utilize CAD to CAD (Computer-Aided Dispatch), and must offer customized reporting at Washington County's request. Contractor will collect no fee from Washington County, with fees collected from local tow companies. Contractor or its officers may not own or have financial interests in a tow company on the approved rotation list. Contractor will have working knowledge of the Washington County Sheriff’s Office Towing Procedures Manual. Instructions require submission of a letter of interest and confirmation of meeting the minimum requirements as outlined above. The submittal process includes providing contact information, certifying credentials, confirming experience, and confirming the ability to utilize CAD to CAD. Contractors must confirm no conflict of interest with tow companies, acknowledge a working knowledge of the Towing Procedures Manual, and certify compliance with Oregon tax laws and state business registration. Electronic submittal constitutes electronic agreement to the terms and certifications.
