The Sacramento Housing and Redevelopment Agency, on behalf of the Housing Authority of the City and County of Sacramento, is seeking C-15 Flooring and Floor Covering Contractors licensed by the State of California to provide floor covering services for Agency properties. These services are primarily for the Agency’s Public Housing programs but may be used by any division or department within the Agency. The Agency owns approximately 1,800 housing units across nine communities in Sacramento, with units ranging from studios to five bedrooms. Services will be requested via Task Order for various locations throughout the City and County of Sacramento. The Contractor shall furnish and maintain the necessary services, supervision, labor, materials, equipment, and supplies to provide and complete Floor Covering Services at designated locations. Work includes receiving electronic notifications of units available for inspection and bidding, inspecting vacant and occupied units to establish firm-fixed bid prices, submitting bids, providing the required services, and maintaining ongoing communication with the Agency during work progress. Unit completion deadlines are two working days for vacant units and nine working days for occupied units, with remediation of deficiencies required within one working day if found upon inspection. The Contractor must possess a C-15 Flooring & Floor Coverings License, have relevant experience, and meet all Department of Industrial Relations registration and prevailing wage compliance requirements. Subcontracting is generally not allowed except for installation, and all subcontractors must also be licensed and meet DIR and prevailing wage reporting requirements. Proposals must include company information, qualifications and experience, scheduling and resource planning, a list of designated subcontractors, and responses to specific requirements related to Section 3, M/WBE outreach, and compliance with the Build America, Buy America Act (BABAA). Cost/fee proposals must be submitted as a separate document. Responses must follow prescribed formats and address all listed items thoroughly. Failure to comply with submittal instructions or provide required documentation may result in disqualification. Strict insurance requirements and compliance with all applicable laws, regulations, and Agency policies are mandatory for the successful contractor.
