Demolition, site work, paving and new construction of a bridge / tunnel in Sacramento, California. Completed plans call for the construction of a bridge / tunnel.

This project will replace the earthen crossing with a precast concrete bridge providing vehicle and equipment access to and from agricultural fields on the east and west of Tule Canal. The principal features include: installing and removing environmental exclusion fencing; installing and removing turbidity curtain; removal and relocation of surplus existing rock slope protection (RSP) material; installing and removing temporary cofferdam; dewatering within the cofferdam area; furnishing, erecting, and constructing a precast prestressed concrete bridge with steel pipe pile foundation; removing, stockpiling, and placing the existing RSP surcharge material for reuse; installing irrigation pipes along the outsides of the bridge and underground; improving roads connecting to the bridge; removing existing metal piles; removing the existing crossing; and removing existing culverts under the current crossing. Quantities of work, materials, and equipment are specified in the bid schedule. Instructions to bidders include requirements to be licensed under Contractor’s license classification A, to make requests for drawings and specifications via email, to submit questions at least 5 days before bid opening, and to attend a site inspection trip if desired. Participation by Disabled Veteran Business Enterprises (DVBE) and Small Business Enterprises (SBE) is encouraged, with a 25 percent SBE participation goal, and a DVBE incentive applies during bid evaluation. Alternates to specified materials or products can be proposed if submitted at least 14 days prior to bid opening with supporting data. The successful bidder may substitute securities for retainage. All bidders must be prequalified by the Department, and bid forms are provided only to prequalified bidders. Department of Industrial Relations registration and prevailing wage compliance are required. If generative artificial intelligence (GenAI) will be provided or used, written notification to the State is required; failure to report GenAI may result in disqualification. The State reserves the right to reject bids that present an unacceptable level of GenAI risk. Pre-qualification requirements: All bidders shall be prequalified by the Department. Bid forms will be furnished only to prequalified bidders who meet the requirements of the State Contract Act and the Department’s prequalification document. Bidders shall be licensed for the work as required by the Business and Professions Code under contractor’s license classification A. Department of Industrial Relations registration is required. Participation by Disabled Veteran Business Enterprises and Small Businesses is encouraged, and bidders must follow all instructions for prequalification and bid submission as provided. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
