From Doug Propst Director of Finance Borough of Quakertown LEGAL 35 North Third Street NOTICE Quakertown, PA 18951 CAI 02624.111 Telephone (215)536-5001 Sealed proposals for "2026 Street Resurfacing Program" will be received by the Borough of Quakertown, Bucks County, Pennsylvania, via PennBid, until 10:00 A.M., prevailing time, on Wednesday, May 13, 2026. The project will consist of a 1 1/2 " mill and overlay with a 9.5 mm superpave wearing course on the selected sections of 4th Street, 5th Street, 9th Street, 11th Street, Lafayette Street, Lehigh Street, Maple Street, and Whittier Court (with select base repair). Items for sweeping installation utility risers and joint sealing around curbs, manholes, inlets, and valve boxes will be incidental to the project. Bids will be administered via PennBid. Complete sets of contract documents are available via www.PennBid.net. The successful bidder who is awarded the contract will be required to pay "PennBID" a fee in accordance with their established fee schedule. Bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Quakertown. A Prebid Meeting will be held at 10:00 A.M. on Wednesday, April 29, 2026, at the Quakertown Borough Office, 35 North Third Street, Quakertown, PA 18951. The meeting will be followed by a tour of the project sites, if requested. Award of Contract, if a Contract is awarded, will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities. All current Pennsylvania Department of Transportation Standards and Specifications will prevail over all standards and specifications included in this contract. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. The work in connection with this project constitutes a Public Works by a Public Body project. Bidders are advised that prevailing minimum wage rates, as set forth in the Contract Documents, must be paid to workmen employed on this project. In addition, the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or disability. Questions Due Date: May 4th 2026, 12:00 AM EDT SCOPE OF WORK A. The work covered under this project shall generally consist of, but not be limited to, the following: 1. Full width mill at 4th Street (Park Ave. to Dead End), 5th Street (Park Ave. to Dead End), 9th Street (Juniper Street to Park Ave.), 11th Street (Juniper Street to Park Ave.), and Lafayette Street (7th Street to 8th Street), Lehigh Street (7th Street to 8th Street), Maple Street (East Broad Street to Dead End), and Whittier Court. 2. Contractor to furnish and install any and all grade adjustment rings on utility boxes and manholes as required. 3. Placement of 19mm base course repairs at Whittier Court. 4. Placement of Superpave, WMA, 9.5 mm wearing course and tack coat. 5. Pavement markings and striping. 6. Installation and maintenance of traffic barriers and controls. 7. Providing flag person(s) as necessary to ensure traffic safety. 8. Sealing of all joints with joint sealer as specified on the plans and within the specifications. B. The Contractor shall furnish all labor, materials, equipment, machinery, apparatus and tools, and perform all operations necessary to install, equip, adjust, and put into satisfactory operation, the work specified and shown on the Drawings and within the Specifications, and shall so connect the various items or sections of the work as to form a complete and properly operating whole. Any labor, material, equipment or apparatus not specifically mentioned herein, or shown on the drawings, which may be necessary for the proper completion of the entire work or of the individual items thereof within the intent of these Specifications and Drawings, shall be furnished by the Contractor without additional compensation. LOCATION: A.
