Renovation of a municipal facility in Whitewater, Wisconsin. Completed plans call for the renovation of a 25,350-square-foot municipal facility.

The Work under this Contract consists of the complete removal and replacement of the existing roof system on a portion of the Municipal Building and the evaluation, repair, or replacement of additional roof sections as described in the Contract Documents. The Work includes all labor, materials, equipment, supervision, and services required to provide a complete and fully functional roofing system. The roof is divided into three primary sections for purposes of bidding and construction. Section A, approximately 8,500 square feet, is designated for full removal and replacement. Section B, approximately 7,850 square feet, shall be evaluated and priced for both repair and full replacement. Section C, approximately 9,000 square feet, includes known leakage conditions and shall be evaluated and priced for both repair and replacement. The building is an occupied municipal facility housing city administration, as well as Police and Fire Department operations. The Contractor shall coordinate all work to maintain uninterrupted operations, including emergency access and response capability . The Work includes, but is not limited to: 1. Removal and legal disposal of existing ballast, membrane, flashings, and deteriorated insulation 2. Inspection and preparation of existing substrate and roof deck 3. Installation of new insulation, cover board, and roofing membrane system 4. Flashing of all penetrations, curbs, and terminations 5. Installation of edge metal systems and perimeter securement 6. Coordination with rooftop mechanical and electrical equipment 7. Installation of walkway protection systems 8. Temporary protection and maintenance of watertight conditions at all times 9. Testing, inspection, and correction of deficiencies 10. Provision of warranties and closeout documentation C. Section A shall be fully replaced. Sections B and C shall be evaluated and performed only as authorized by the Owner. A mandatory site visit is required prior to bidding. Site visits shall be scheduled by appointment with the City. The City will maintain an attendance record, and bids from firms not attending a site visit may be rejected as non-responsive. All questions shall be submitted in writing to the Project Contact no later than: April 21, 2026 at 4:00 PM Central Time Responses will be issued by written addenda. All addenda shall become part of the Contract Documents. Bidders shall acknowledge receipt of all addenda on the Proposal Form. Failure to acknowledge addenda may result in rejection of the bid.
