The project consists of the construction of a new retaining wall system to support existing and proposed grades along Richwood Avenue sidewalk within the project limits. The work includes excavation and dismantling of the existing tieback walls, installation of precast retaining wall units, wall drainage systems, and backfill operations. The retaining wall is intended to provide long-term stabilization of adjacent slopes and improve site access and safety. Associated work includes grading, erosion and sediment control measures, coordination with existing utilities and precast wall manufacturers, and site restoration upon completion of construction. Bids will be received for a single prime contract on a lump sum basis as indicated on the Bid Form. A two-envelope system will be used for bid submission. Each bid must include a Bid Opening Checklist, Bid Bond, Certificate of Compliance, Power of Attorney, and all other necessary documents as required, with the actual Bid Proposal in a separate sealed envelope. Requirements for bid security, completion times, liquidated damages, non-collusion affidavit, and non-discrimination are specified. All further requirements regarding bid submittal, qualifications, procedures, and contract award are provided in the Instructions to Bidders included in the Bidding Documents. Bidders must hold a current West Virginia contractor's license or be eligible to acquire one at the time of bid opening. The City of Morgantown reserves the right to waive informalities and to accept or reject any or all proposals as deemed in its best interest.
