Work to be performed includes, but is not limited to: a combination of pavement planing, HMA Overlay, curb ramp retrofit, utility casting adjustment, monument replacement, pavement markings, permanent signing, temporary traffic control, detours, surface restoration, and miscellaneous items as futher shown, described, and indicated in the Contract Documents, and other work all in accordance with the attached Contract Plans, these Special Provisions and the Standard Specifications. An informational copy of the bidding and contract documents is on file for inspection at the City of Mill Creek. Direct questions regarding the bidding and contract documents can be addressed to the City of Mill Creek through the procedure and requirements indicated in the contract documents. The City of Mill Creek, in accordance with Title VI and Title VII of the Civil Rights Act of 1964, 78 Stat.252, 42 U.S.C. 2000d to 2000d-4, Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, and RCW 49.60.180(1) hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, or sexual orientation in consideration for an award. The City of Mill Creek hereby notifies all bidders that it will affirmatively ensure that in any contract entered into, pursuant to this advertisement, minority and women's business enterprises will be afforded full opportunity to submit bids in response to this Advertisement for Bids. All work performed on the project will be subject to State of Washington prevailing wage rates. Each bid proposal shall be accompanied by a bid proposal deposit in certified check, cashier's check, postal money order, or bid bond in an amount equal to at least five (5) percent of the amount of such bid proposal. Make checks payable to the City of Mill Creek. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bond within the time stated in the Specifications, the bid proposal deposit shall be forfeited to the City of Mill Creek. The City of Mill Creek reserves the right to reject any or all bids and to waive irregularities in the bid or the bidding. No bidder may withdraw their proposal after the time set for the bid opening thereof, or before award of contract, unless said contract award is delayed for a period exceeding sixty (60) calendar days.
