The Department of Technology, Management and Budget (DTMB) is requesting professional design services for roof design at the Hall of Justice. The primary roof is experiencing multiple failures, and a 2025 study concluded that roof repairs, alterations, and a re-roof of the primary roof area are required. The Hall of Justice, which houses the Michigan Supreme Court, was constructed between 1999 and 2002. The scope of this project is the design of new/repair detailing around the perimeter of the existing upper roof, as well as any design associated with potential re-roofing as a built-up roof. The existing system is a single-ply membrane over rigid insulation on a concrete deck. Failures at flashing and weep conditions are causing water intrusion, resulting in roof delamination and uplift issues. The existing rigid insulation is wet beneath large amounts of the roof area. The design should address all details associated with water intrusion, including mechanical unit supports, vents, roof transitions, and curbs.
