Scope of Work: The City of Hayward, Public Works & Utilities Department, requests proposals for engineering services for the Water Line Replacement FY25 Project. The project aims to upgrade the water distribution system by replacing approximately 8,620 feet of existing 6-inch and 12-inch cast iron and asbestos cement water mains as part of the City's Capital Improvement Program. The objectives are to improve the City's water distribution system, maintain adequate fire flow, and enhance water supply reliability. Water mains scheduled for replacement are identified due to being undersized, having exceeded service life, experiencing frequent breaks, or requiring upgrades for supply reliability and fire flow improvements. Engineering services to be performed include preparing specifications and construction plans for the designated water mains. Construction is anticipated to commence in spring 2027. Deliverables include: - Project Management (including budget tracking, reporting, and coordination) - Pre-Design Services (utility investigation, potholing, topographical survey, geotechnical evaluation) - Design Services (preparation of drawings, specifications, cost estimates at 65%, 95%, and 100% design stages, project coordination) - Bid Support Services (responding to bidder questions, preparing addenda, conformed drawings/specifications) - Construction Support Services (submittal review, RFI response, site visits, construction change order assistance, record drawings, geodatabase file preparation) - Assistance with CEQA and Various Organizations (preparation of appropriate CEQA documents, assumed Initial Study and Mitigated Negative Declaration) - Additional Services (optional services to improve efficiency and quality included separately in the fee schedule) Instructions to Bidders: Proposals must be submitted electronically via OpenGov Procurement. Communication regarding the RFP must be through the Question & Answer portal. Proposals should be brief (max 25 pages), address all listed proposal requirements (cover letter, qualifications, staffing, project examples, team structure, approach, fee proposal, schedule, and compliance with contractual requirements), and include clearly separated fee proposals. Detailed descriptions of qualifications, experience, key staff, and references are required. Proposers must accept or clearly identify any objections to the City's standard Professional Services Agreement in a separate letter. The City reserves the right to reject any or all proposals, waive informalities, and request supplementary information as needed. All proposals become property of the City and are subject to public review. Vendors must be registered with DIR for prevailing wage projects exceeding $15,000 for maintenance and $25,000 for construction, alteration, installation, demolition, or repairs.
