The work consists of repairing and upgrading the Base Wide Fire Alarms Reporting Network by replacing forty (40) Fire Alarm Control Panel (FACP) radios and two (2) Front-End Fire Alarm Reporting System servers, with added capability to connect to the base-wide fiber optic network. The contractor shall furnish all personnel, equipment, tools, materials, transportation, supervision, and all other necessary services to install, configure, and commission two new fire alarm reporting system servers with operator workstations capable of monitoring the entire fire alarm network. The system must ensure full functionality by maintaining and transmitting the existing alarm hierarchy from thirty-eight (38) existing facility FACPs to the newly installed servers and radios. All work must result in a fully operational fire alarm reporting system that meets or exceeds all applicable federal codes and is suitable for the environmental conditions of Syracuse, New York. The contractor must comply with all Department of Defense policies and Unified Facilities Criteria (UFC), including UFC 1-200-01 and UFC 3-600-1, with the most stringent regulation applying in the event of discrepancies. The project includes adherence to construction wage requirements and compliance with subcontracting limitations, ensuring that no more than 85 percent of the contract value, excluding materials, is subcontracted to entities that are not similarly situated. The project includes performance and payment bond requirements, bid guarantee submission, and compliance with all applicable labor standards. The contractor must also participate in site visit coordination, review all project documentation available through SAM.gov, and ensure proper execution within the 365-day performance period following notice to proceed, including inspection and completion of punch list items.
