The City of Baxley, Georgia seeks qualified engineering firms to provide professional engineering services for the design and implementation of public works infrastructure projects. Selected firms will deliver services such as preliminary engineering reports, engineering design services, construction management, grant compliance support, and general engineering consultation for water, sewer, stormwater, and related public works infrastructure improvements. The City aims to identify firms capable of supporting Federal and State grant program implementation, from initial planning through to project completion. Services may be funded by Federal or State grant programs, including Community Development Block Grant (CDBG) programs, State Disaster Recovery Efforts grants, and other applicable mechanisms. Firms selected may be issued task orders or project agreements as funding becomes available and projects are identified. Responding firms must be technically qualified and licensed to practice engineering in Georgia, demonstrate experience with grant-funded infrastructure projects, show capacity in relevant project types, and comply with Federal certifications regarding non-debarment, conflict of interest, drug-free workplace, lobbying restrictions, and Section 3 requirements where applicable. Submission requirements include company information, a notarized affidavit, a summary of qualifications, references for at least three similar projects, key personnel, list of subcontractors, proposed fee structure, required certifications, and proof of insurance. All statements of qualifications will be evaluated based on technical qualifications, relevant experience, references, capacity, proposed fee structure, compliance with requirements, key personnel, and the ability to provide comprehensive services. The City reserves the right to accept or reject any and all statements and to waive informalities in the process.
