Renovation of a mixed-use development in Lebanon, Pennsylvania. Completed plans call for the renovation of a medical facility.

The subject project is being solicited only to members of the Lebanon-Altoona MATOC. The Method of Contractor Selection has not been determined at this Time. Performance Deficiencies in Lebanon Vamc's Chilled Water System Raised Concerns Over the System's Current Piping Condition. Additionally, Previous VA Projects Experienced Welding Issues When Attempting to Tie Into the Existing Chilled Water System's Piping. Watson Engineering, Pc (Weng) Was Contracted by The Lebanon Vamc to Assess the Condition of the Chilled Water Piping. Weng Investigated the Chilled Water Piping in 13 Buildings: 1, 17, 18, 19, 22, 23, 24, 2, 101, 102, 104, 106, 136. Weng Utilized a Non-invasive, Ultrasonic Testing Methodology to Identify Areas of Concern. When Piping Was Deemed Inaccessible, Pipe Age Was Used to Determine the Current Condition. Findings Were Categorized and Prioritized With Recommendations for Repair, Including Cost Estimate(S). As a Result of This Investigation, Isolated Portions of the Chilled Water System 's Piping Are Recommended for Replacement. Under Phase I of This Project, Chilled Water Piping From the Central Plant, Building 10, to Tie-in Points Near Building 2 Are to Be Replaced. New Piping Will Also Provide the Capability to Isolate the Chilled Water System Into Two Sub-distributions, North (Serving Buildings 18, 19, 22,23, 24, and 106) and South (Serving Buildings 1,2, 17, 101, 102, 104, and 136). Control Over the Sub-distributions is Located in Vaults Accessible in the Building 2 Parking Lot. In Addition to Assessing the Chilled Water Piping for Replacement, Weng Also Developed a Design to Isolate Buildings Noted Above to Allow for Connection of A Mobile Emergency Chiller in the Event That the Campus Chilled Water Plant is Unavailable, or Needs to Be Bypassed. Building Cooling Loads Were Compared to Commercially Available Rental Chiller Sizes. Emergency Chiller Tie-in Points Were Designed to Serve Buildings 17, 18, 104, 136, Along With the Remainder of the Newly Created North Campus Sub-distribution System. Lebanon VA Medical Center 1700 South Lincoln Ave Lebanon, Pa 17042 During the Construction Period, a Standby 500-ton Chiller Shall Be Placed on Retainer at an Equipment Rental Company to Cover the Contract Period of Performance. The Reserved Standby Chiller Must Be Located Within a 4-hour Delivery Distance From the Jobsite. Power for the Standby Chiller to Be Provided by Rental Generator. Contractor Shall Carry a 30 Day Allowance to Be Used in Case Standby Chiller and Generator Are Required Onsite. Further Coordination is Required and Subject to Cor's Approval.
