The Bristol County Water Authority (BCWA) is accepting sealed proposals for Owner Project Manager Services associated with BCWA's Pawtucket Pipeline Project. BCWA Responses: May 1, 2026 BCWA provides service to the Towns of Bristol, Warren, and Barrington, Rhode Island, serving an estimated population of 50,000 through approximately 17,000 water service connections. The BCWA is governed by a nine member Board of Directors consisting of three appointed members from each community. BCWA administrative offices are located at 450 Child Street, Warren, Rhode Island, and its Operations Department is based at 472 Child Street, Warren, Rhode Island. BCWA is a wholesale customer of Providence Water and purchases 100% of its water supply-- approximately 3.2 million gallons per day--from the Scituate Reservoir via the East Bay Pipeline. While the quality and quantity of this supply are excellent, reliance on a single source presents significant risk. BCWA would be unable to adequately meet customer demand in the event of: A disruption or reduction in supply from Providence Water due to infrastructure failure, contamination, or other causes; or Damage to the East Bay Pipeline, including leaks similar to the 2019 incident. The East Bay Pipeline, installed in the mid-1990s, crosses beneath the Providence River at a depth of approximately 160 feet in bedrock. In 2019, the pipeline experienced a leak of approximately 400,000 gallons per day. Repairs required a two-month shutdown, during which BCWA relied on an emergency interconnection with East Providence and implemented water use restrictions. The emergency repair cost approximately $4 million and involved lining the existing 24-inch pipeline with an 18-inch liner. Phase I: Approximately 1.5 miles of 24-inch pipeline connecting BCWA's main pipeline on Pawtucket Avenue to the East Providence transmission system at the Kent Heights storage facilities. Phase I was completed and became operational in June 2022. Phase II: Approximately 5 miles of 30-inch pipeline extending from the Kent Heights facilities to a connection with the Pawtucket Water Supply Board system near the East Providence/Pawtucket line. The project includes the following major components: Installation of approximately 23,700 linear feet of 30-inch pipeline within municipal and state roadways (Warren Avenue, Waterman Avenue, and Pawtucket Avenue) Interstate I-195 crossing via micro-tunneling (approximately 660 LF of 60-inch steel casing) Ten Mile River utility bridge crossing G&W Railroad utility bridge crossing G&W Railroad trenchless crossing (approximately 220 LF of 60-inch steel casing) Blending and control station to ensure compatibility between Pawtucket and Providence water supplies
