The work consists of Lump Sum Excavation, As Per Plan; approximately 1500 SQ YD of Pavement Removal; 600 SQ YD of Pavement Repair; 1,295 SQ YD of Pavement Planing; 250 CU YD of Asphalt Concrete, Lump Sum Landscaping, As Per Plan; and all other related items as listed in the plan General Summary and the Bidding Document. All contractors bidding on the project, and all subcontractors must be pre-qualified with the Ohio Department of Transportation for the work type to be performed. Bids must be submitted on the bid proposal and accompanying forms furnished with the bidding documents, with one original and one copy. A bid guaranty is required per Ohio Revised Code (ORC) 153.54, either as a certified check representing ten percent (10%) of the proposal, drawn on a solvent bank and payable to Mahoning County CIC, or as a bid bond in the sum of ten percent (10%) of the proposal, to accompany each proposal as a guarantee that if the bid is accepted, a contract will be entered into. Per ORC 153.571, a performance/payment bond in the amount of 100% of the contract price is required after award. Bids of corporations not chartered in Ohio must be accompanied by proper certification that they are licensed to do business in Ohio. The contractor and all subcontractors must be enrolled in the Ohio Bureau of Workers' Compensation Drug Free Workplace Program or a similar approved program. The project is federally funded and requires compliance with the federal Davis Bacon Act minimum prevailing wage standards. Each bidder must ensure nondiscrimination in employment. The Mahoning County CIC reserves the right to reject any or all bids and waive informalities. All bids must be submitted in a sealed envelope clearly marked as instructed.
