The Work is comprised of two Contracts: Contract No. 1 - PVC Construction and Contract No. 2 - HDPE Construction with only one being awarded. Contract No. 1 includes construction of water supply pipelines with the following approximate quantities: 30 feet of 6-inch DR11 DIPS HDPE pipeline, 40 feet of 8-inch C900 DIPS PVC pipeline, 4,440 feet of 10-inch C900 DIPS PVC pipeline, 3,960 feet of 12-inch DR11 DIPS HDPE pipeline, 5,370 feet of 12-inch C900 DIPS PVC pipeline, 80 feet of 12-inch DR11 DIPS HDPE pipeline through a Fargo Levee, 310 feet of 6-inch DR11 DIPS HDPE directional bores, 420 feet of 10-inch DR11 DIPS HDPE directional bores, 2,590 feet of 12-inch DR11 DIPS HDPE directional bores; nine detailed tie-ins, gate valves, a dual blow off PVC pit, Factory Built Meter Pit, 5,970 feet of Tracer Wire and Warning Tape, all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Contract No. 2 includes construction of water supply pipelines with the following approximate quantities: 30 feet of 6-inch DR11 DIPS HDPE pipeline, 40 feet of 8-inch DR11 DIPS HDPE pipeline, 13,770 feet of 12-inch DR11 DIPS HDPE pipeline, 80 feet of 12-inch DR11 DIPS HDPE pipeline through a Fargo Levee, 310 feet of 6-inch DR11 DIPS HDPE directional bores, 3,010 feet of 12-inch DR11 DIPS HDPE directional bores; nine detailed tie-ins, gate valves, a dual blow off PVC pit, Factory Built Meter Pit, 5,970 feet of Tracer Wire and Warning Tape, all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Bidders must submit bids in sealed envelopes plainly marked to show they contain a Bid for the Project, prepared according to the Instructions to Bidders, and include a Bid Security in the form of a Bidder's Bond for 5% of the full amount of the Bid. Bidders must be licensed for the full bid amount as required by North Dakota law and include a copy of the contractor's license or certificate of renewal with the Bid. Bidders must comply with requirements such as American Iron and Steel, Davis-Bacon prevailing wage, lead service line replacement, Title 40 CFR Part 33 participation by Disadvantaged Business Enterprises, President's Executive Order No. 11246, Build America, Buy America Act, BIL signage, and include MBE WBE subcontractor solicitation form. The goal for MBE is 2% and for WBE is 3% of the total dollar value of the project. Bids and MBE WBE Solicitation Information must be in a sealed envelope with the project name, Bidder's name, separate envelope with Bid Bond, Non-Collusion Affidavit, contractor's license or renewal, SRF Certification, and acknowledgment of all Addenda. Only bids meeting all requirements will be considered; any deficient bid will be returned unopened. The Owner reserves the right to reject any or all bids and to award the contract to the lowest responsible bidder. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered.
