Site work for a water / sewer project in Kindred, North Dakota. Completed plans call for site work for a water / sewer project.

Question Deadline 05/08/2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. The Work is comprised of two Contracts: Contract No. 1 - PVC Construction and Contract No. 2 - HDPE Construction, with only one being awarded. Work includes construction of rural water supply pipelines with approximate quantities as follows. Contract No. 1: Open-cut 41,000 feet of 4-inch SDR26 IPS PVC pipeline, 3,025 feet of 4-inch DR13.5 IPS HDPE directional bores, one BNSF Railroad Crossing with 4-inch DR13.5 IPS HDPE carrier pipe within 8-inch steel casing, one Interstate Crossing with 4-inch DR13.5 IPS HDPE carrier pipe within 8-inch steel casing; five detailed tie-ins, two 1.5-inch gate valves, one 2-inch gate valve, three 4-inch gate valves, and all associated fittings, appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Contract No. 2: Open-cut 41,000 feet of 4-inch DR13.5 IPS HDPE pipeline, 3,025 feet of 4-inch DR13.5 IPS HDPE directional bores, one BNSF Railroad Crossing with 4-inch DR13.5 IPS HDPE carrier pipe within 8-inch steel casing, one Interstate Crossing with 4-inch DR13.5 IPS HDPE carrier pipe within 8-inch steel casing; five detailed tie-ins, two 1.5-inch gate valves, one 2-inch gate valve, three 4-inch gate valves, and all associated fittings, appurtenances, restoration, flushing and testing, signage, seeding, and gravel. All bids must be in a sealed envelope marked as containing a Bid for the Project. Bids must be prepared according to the Instructions to Bidders in the Project Manual and must be accompanied by a Bid Security in the form of a Bidder's Bond for 5% of the full amount of the Bid, executed by the Bidder and a surety company authorized to do business in North Dakota and listed as a certified surety in the U.S. Department of the Treasury's Circular 570A. Certified checks are not accepted. Bidders must hold a valid North Dakota contractor's license for the full amount of the Bid, and a copy of the license or certificate of renewal, valid and dated at least 10 days before bid opening, must be included. No Bid will be considered without proper bond and license documentation. Bidders must comply with requirements in the specifications for SRF funding, American Iron and Steel, Davis-Bacon prevailing wage, Build America, Buy America Act, BIL signage, full lead service line replacement, Title 40 CFR Part 33 for disadvantaged business participation, and President's Executive Order No. 11246. MBE and WBE goals are 2% and 3%, respectively, and bidders must submit the MBE WBE subcontractor solicitation form. Bid and all required information must be in a sealed envelope marked with Project Name, Work covered, Bidder's name, separate envelope with Bid Bond, Non-Collusion Affidavit, copy of Contractor's License or Renewal Certificate, SRF Certification Regarding Debarment, Suspension, and Acknowledgement of all Addenda. The work for Contract No. 1 and Contract No. 2 must be completed no later than the following: 1. Substantial Completion - October 1, 2027 2. Final Completion - November 1, 2027 All Bids will be made on the basis of cash payment for such work. After Bid opening, Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. Owner will award the Contract to the lowest responsible bidder. Owner reserves the right to reject any or all Bids. Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening.
