The scope of the project is as follows: Replacing approximately 375 feet of storm sewer beneath Loras Blvd. and reconstructing the full width of pavement from the intersection of Loras Blvd. and Locust St. eastward to Main Street. The project will also reconstruct all pedestrian ramps within the limits to meet current ADA standards. Each Bidder must accompany its Bid with a Bid security in the amount of ten percent (10%) of the amount of the contract, in the form of a cashier's check, certified check, certified share draft, or a Bid Bond with corporate surety. Copies of the Contract Documents may be obtained at the Engineering Department, City Hall - Second Floor, or from the City's website. Preference will be given to products and provisions grown and produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. Bidders should not include State of Iowa sales tax in their Bid. A sales tax exemption certificate will be available for all material purchased in Iowa for incorporation into the Project. The City of Dubuque notifies all bidders that it will affirmatively insure that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability in consideration for an award. Targeted Small Businesses (TSB) and Disadvantaged Business Enterprise (DBE) requirements are not applicable for this Project. Davis-Bacon Federal Prevailing Wage Act and related labor requirements and regulations are not applicable and will not be in effect for this Project.
