The Elkins Parks and Recreation Commission, Randolph County, West Virginia, is seeking proposals from qualified consulting engineering firms for the design of a community wheeled park skills area featuring a tot track, pump track, and skills area for cyclists and other wheeled sports users at various ability levels. The selected consultant will be required to review the EAST Trail Master Plan, design and prepare generic technical specifications for asphalt pump tracks, prepare construction documents, bid specifications, and site-specific bid documents, assist in meeting State and Federal environmental requirements, help acquire necessary permits, evaluate bids and make award recommendations, monitor and inspect construction for compliance, review and approve contractor pay estimates, and provide any other necessary services for project implementation. Proposals should detail qualifications, technical expertise, management and staffing capabilities, and prior experience preferably within the last five years related to similar projects. Firms must demonstrate experience in designing community bike parks with all-weather surfaces and implementing federally funded projects. Technical qualifications and experience will be prioritized in evaluation. There is a design-build exclusion: the firm awarded the design contract is excluded from consideration for construction.
