Portage Borough is requesting bids for the construction of the Portage Borough Sidewalk Improvement Project, Phase 5, Contract No. 2026-01. The project will be located along SR 164, Main Street from Portage Street, SR 53 to Legion Avenue. The work includes installation of 967 square yards of concrete sidewalks and concrete sidewalks through driveway aprons, 1,390 linear feet of concrete curb, 12 decorative light fixtures on 16-foot poles, 2-inch conduit, conductor wire, lighting control panels, maintenance and protection of traffic during construction, and site restoration. The project is within the work limits of PennDOT ECMS Project # 107229, and the contractor must expedite the work to avoid interfering with the PennDOT project. Proposals must be on required forms, sealed, and clearly marked. Faxed or email bids are not accepted. Payment for contract documents is $159.00, with digital copies available at a 50% discount. Mailing fees apply. A certified check, bank draft, negotiable U.S. Government Bonds, or bid bond in the amount of 10% of the total bid is required. The successful bidder must provide performance and payment bonds, each at 100% of the contract price. Surety companies must be authorized to transact business in Pennsylvania and listed on the Treasury Department's current list. Pennsylvania prevailing wage rates apply. Contractors and subcontractors must comply with the Public Works Employment Verifications Act, verifying employment eligibility through E-Verify. The contract will be awarded to the lowest responsible bidder or all bids may be rejected. Bids cannot be withdrawn for 60 days after opening, extendable by mutual consent. Prime and subcontractors must be PennDOT prequalified, have completed similar projects, and provide a qualifications statement with the bid. Addenda will be issued only to those who have obtained contract documents from the listed engineer's office. Portage Borough reserves the right to reject any or all bids or waive any informalities.
